City/School Election

City/School Election
Beginning in 2019, School and City Elections will be combined and held in November of odd-numbered years. A City election is used to elect the Mayor and Council Members and any other elected city officials. In Wapello County, all cities except Blakesburg have provisions where if enough candidates file to run for Mayor or City Council a city primary election would be held in October to determine the candidates for the regular city election in November. A School Election is an election to select School Board members for school districts within Wapello County.
Polls will be open from 7:00 a.m. until 8:00 p.m.

Absentee Ballot Information

August 26, 2025 - Absentee ballot requests are accepted at the Wapello County Auditor's Office (requests must be in writing) and can be turned in to the office or by mail.  

Written requests can be mailed to the Wapello County Auditor's Office - 101 W. 4th St., Ottumwa, IA 52501

October 15, 2025 - In-person absentee voting (bring valid ID) begins at the auditor's office and absentee ballots can be mailed out (if ballots are available).

October 20, 2025 by 5:00 p.m. - Last day to mail out absentee ballots.

Voters can use the official IA absentee ballot request form, or can write a request on a regular piece of paper and include the following information:

Name, date of birth, ID number (IA driver's license #, non-operator ID# or four digit PIN#), IA residential address, mailing address if different than the residential address, election date or type (city/school election), signature and date of signing. 

November 3, 2025 - Last day to vote absentee in-person (bring valid ID).

November 4, 2025  by 8:00 p.m. - ELECTION DAY  - Deadline to return a voted absentee ballot to the Wapello County Auditor's Office.

Voter Registration Information

October 20, 2025 by 5:00 p.m. - Voter pre-registration deadline.

Voter Eligibility Requirements:

To vote in this election one must be a U.S. citizen, a registered voter in the city/school district in which one lives & be 18 years of age.

Pre-Registered Voters, Voters who are registering on Election Day, Pending Voters and Voters Changing Precincts on Election Day will need to prove identity and residency by using one or more of the forms below.

Proof of Identity

Iowa Driver’s License (not expired more than 90 days)

Iowa Non-operator’s ID (not expired more than 90 days)

U.S. Passport (not expired)

U.S. Military or Veteran ID (not expired)

Iowa Voter Identification Card (must be signed)

Tribal ID Card/Document

(must be signed, with photo, not expired)

                             Proof of Residence

(must include name and current address and be current within 45 days; may be in an electronic format or on paper)

Residential lease  

Utility bill, including a cell phone bill

Bank statement

Paycheck

Government check

Other government document

Property tax statement (current within 45 days of final payment date)

Voters who are unable to show ID (or prove residence if required) may have their identities attested to by another registered voter in the precinct or have the right to cast a provisional ballot.  Election Day Registrant attesters must also show ID.
